I tend to thing deals are pretty far along and fairly likely to happen before meeting take place between directors of the clubs.
They are both likely to have been speaking to the player's agent, who will have broadly sounded out each club as to the thoughts of the other, and they'll both think an agreement on a transfer fee is a realistic possibility.
There is also likely to be some sort of broad agreement between the potential buyer and the player.
If those things weren't in place, I wouldn't expect the parties to waste everyone's time with a meeting.
That's no to say that there isn't more than enough things that could still go wrong and a transfer not happen, of course.
