In a way you are correct. Anarchy is an absence of publicly enforced governance. That is, there are no rules governing behaviour and nobody to enforce them. It is law of the jungle at the most basic, the problem is, humanity since monkeys has existed outside 'I do what I need to for ME' with Chimps waging their form of war for the collective good and territorial expansion etc. That is a form of governance with enforced rules. Tribes were little states themselves, indeed, they satisfy international law to be a state even today!
