Should be right at the bottom when you click Admin CP > Users

The actual menu is called [bd] Medal, it's right at the bottom of the users menu.

You can also award a medal by clicking a username like so:

Good suggestion. As it is right now it's just a picture of whoever started the thread. I'll see if it's possible to setup, might be with an add-on.

Fixed. @Moderating team can now edit threads and attach an image to it then assign that as the thumbnail for the thread.
