I think it has to do with Juve's predetermined reputation as a club in the game. I recently took over Juve in my game and they were doing terrible for the last few years. It's like the reputation got even worse because it's hard as hell to find a half decent player willing to sign for the club.

I can't even get players away from the likes of Sporting or Leverkusen.

That's why you've got to sign a lot of young talents. I signed Neymar, Hazard, Pjanic, Pastore and have developed all of them from the start. Now I've bee winning the double or the treble for years now.
