When I create a player (CA: 150, PA: 200), the stats I choose aren’t reflected in the game. In the game it is much lower and the scout says he’s close to his full potential.

When Andy post your players, they are mostly 20s, how do you do that?

The easiest thing to do is just matchup their current ability with potential and yeah... make 'em all 20's.

Otherwise it's really up to your training/loaning methods.

Whoa, whoa whoa, hold on.

It depends what position you are making, if you make finishing for a centre back 20, it will be 11 in the game eve if his CA and PA are both 200.

Conversely, if you make a striker's marking and tackling 20, they will reflect his position.

Also, how good they are with their feet impacts it.

A 20 finishing for an only left-footed player is equivalent to 10 or 12 for a player who is 20 on both feet.
