Well yes, but Anglos speaking another language is often a train wreck because they have an awfully difficult starting point, so you have to take that into account too.

More like a motivation thing. If you're English or American you might learn French because it's cool. But if you're Greek you learn English not because it's cool but because it's extremely beneficial to know English these days.
