Not only that, but compare the degree of direct culpability and control the FAs have with drunk fans who happen to carry the same passport as them versus a player who decides to put on a specific pair of underpants and who decides to drop trou for a TV camera.

It's an apples and oranges comparison you're making. There isn't some holy list of UEFA fines that deems the egregious order of sins purely based on price. It's ridiculous to assign gravity based on the fine amount.

I'm sorry, was Vlatko Marković on TV yelling racist epithets at Balotelli? Did Sergei Fursenko throw fireworks on the pitch? And did either of them receive financial compensation to encourage them to take those actions?
