I would say so yeah. Besides the fact that it is politically correct to favour new-EU and former communist states with these things nowadays, the only serious contender from the West has now cut its own wrists.

Well obviously very few care what is politically correct as the FIGC, or UEFA, take your pick, has dealt a low blow to the other 2 contenders to host the Euro. "Word on the streets" is that the competition will be expanded to include 24 teams instead of the traditional 16.
If that proposition goes through Croatia/Hungary's bid has ben practically killed as that will rise the number of cities necessary to host to 10! The extra towns could be Pecuh in Hungary and one of Zadar, Pula, Šibenik or Dubrovnik from Croatia. Not to mention that would require the building of 2 new stadiums with min capacity of 30.000.
Not to mention the costs for the whole tournament drastically rise and the requirements for hotels rise significantly also. We are already short in hotel capacity, that's why the extra city would be on the coast.
Long story short, the new system would only suit Italy.
Looks like Delle Alpi will get its new face lift afterall.
