Bundesliga is ridiculous obviously. It's about the same level as Ligue 1 and vastly overrated for some reason.

EPL teams have all the resources, but face the problem that they have to conform to idiotic tactics and buy overrated English players. The only club that doesn't always go along with this is Chelsea and they do win in Europe from time to time.
