Matters little in the UEFA ranking I think since either team would probably gather more points for their respective leagues in the UEFA Cup since progression is easier. Easier competition, same amount of points.
But lets not kid ourselves, the Germans have been better on the European stage for some time now. For 2012-2013 the Bundesliga will have 4 CL spots, unless you believe in miracles.
It tells me Werder Bremen are better than Sampdoria and nothing else, which considering the CL experience of the two sides should be no surprise. Let's face it, Sampdoria shouldn't have finished fourth but did because other big teams were mediocre, especially us.
