Perhaps some would argue that some are from nations regularly producing WC players and how far up the echelon we are talking about. Looking at the Nordic countries, Henrik Larsson or Fredrik Ljungberg, for example, were great players but not on par with most of the aforementioned. I think he means why did Salzburg let him go so cheaply? I'd guess that Raiola has some other coals in the fire to help out the Red Bull organisation in the future with players. Otherwise it makes little sense. They sold Mané for more 5 years previous, and Haaland was clearly a player destined for the top, going to a big team.
Edit: For Dortmund, yes they get a player cheaply but they also will probably lose him relatively cheaply with that fixed clause. For the player and his agent, the bigger buying club 3 years down the road will pay them a hefty signing fee, as @Gian mentions below.
