I think in pure quality you have to say chelsea but they are already stacked to begin with, now in terms of players actually helping you improve your postion in the league i think west ham are going to be a very dangerous team now with there signings.

Is it safe to say we're seeing a big shift (potentially) in football world? The traditional not-so-good teams are stacking up with some good talent now.

My vote goes to Aimar to Zaragoza. They got a player that would clearly be outside their reach normally. I don't understand why Valencia would sell him anyway, he was great, maybe the best in that position for the years Valencia won the league. Only injuries prevented Aimar from going to a club on the highest level. But for Zaragoza fans it must be the summer of their dreams, it's like Cassano going to Siena.

    Zambrotta to Barca.
Rosicky(to Arsenal),Joaquin(to Valencia),Aimar(to Zaragoza) and the Argentinian pair(to West Ham) seem good ones too.

Tevez (and mascherano) to west ham has to be the best transfer (for them). The only one which still makes you rub your eyes in disbelief.

Aimar is a very good signing. These are money deals, good players having down years for last couple of seasons mainly due to injury, and have something to prove. I feel Aimar is going to have a very good year.

Ballack for free was a very good deal for Chelsea if taken on its own. I don't know how he will fit into their general scheme of things.

Gallas to Arsenal was a steal. I don't how the finance matches up given Cole is younger, but one thing for sure Arsenal got a better defender plus cash. Chelsea was mad to sell him to their rivals. Should have sold him to foreign bidder and use the extra cash generated to buy somebody better than Cole.

And Lazio had a very good transfer campaign. They have signed 10-15 potential goal scorer in Makinwa for a paltry sum of 2.5m sterling pounds, and Christian Ladesma was a shrewd signing.

As much as Secco get all the hate, I actually feel we did a decent job in terms of actual deals we have made (Though he could be criticised for what he didnt do). Marchionni for free (Moggi  ) was a absolute deal written all over it, and Bojinov has a potential to be Juve legend though the boy has a long way to go.
