A question...Whats the rule for a 4th down...Sometimes they kick it for a FG or Punt, and other times they try to run a play...is it tactics or is there some a rule of some sort? Wouldn't the team with the ball on a 4th down prefer to run a play instead of just punting it?

You have 4 downs to move the ball ten yards or you have to give it back to the other team. So if your close to the other team's goal line you kick a field goal. If you are far away you don't want to give the ball to the other team near your goal so you punt.
