Great concept...wouldn't work/ be practical.
A challenge for the structural and services engineers, but it's unique concept would limit the number of contractors who could achieve buildability...and cost would therefore be prohibitive.
Also, unless it's constructed in the middle of typhon alley, the wind would never be sufficient to rotate the levels never mind create electricity as well...however, it's large external envelope (surface area) could be utilised for some form of thermal heat storage/recovery system.
...all in all a great example of form 'not' following function...this guys good but will remain a concept
