if there is contact then it is a foul > penalty. he was running and the guy catches his leg (even if it was only small contact). the contact prevented him from continuing the play which could have led to a clear goal chance

You missed my point. Anyway, for me it's a clearly dive and i don't think that any other referre could give it a penalty.
