Apparently because another defender of theirs has to leave England due to not being able to acquire a work permit.
I highly doubt that will condition this. If it did well Marotta cannot be blamed as Chelsea were never going to sell unless this deal went through. Just another oppurtunity to bash the management I guess.

Reports a couple fo weeks ago were that Chelsea wanted to sell while Marotta wanted a loan deal. The Rajkovic story started to surface just this week.
It doesn't matter when the story surfaced, they signed Rajkovic years ago on the premise that he would return and be granted a work permit, it would have factored in their plans months ago, if not longer.

What matters for me is that Marotta stalls deals and then they fall apart.

Because they would have Rajkovic and want to get money for Alex whilst he is still worth a bit?
And had Marotta gone for the amount Chelsea were demanding and finalized the deal back then do you still think that Chelsea would have stalled because of Rajkovic?

I would say probably not because I think they have 3 other DC's, but it depends what Chelsea are thinking. Money is not worth the same to them as a player, they don't need money. It's whether Rajkovic makes them think they don't need Alex, or not.

I think the Rajkovic is just a recent excuse. It was said several times that Chelsea wants to sell and Juventus wants a loan. The deal stalled and stalled then Alex said he wants Juve but he does not want to go on loan. Marotta simply does not want to buy being his stingy self. Chelsea might have been working on Rajkovic and when the work permit problem occurred they decided to back off on selling Alex telling Marotta to go fuck off.
Marotta could have avoided that but he didn't.
