Having an engine while being 1.88 and probably around 85-90kg weight with very sound technique will always result in a good player because it's a very rare combination.
iirc it ended in february, so only affected the 2nd part of the season. and since contracts usually contain gross wages, plus the tax break meant that the player paid less taxes (he didn't have to pay taxes on 50% of his wages taxed by the highest tax bracket), the club's wage bill didn't change. so in short, unless the club compensated him, it was rabiot who lost some money because he had to pay that additional 50% tax for the highest tax bracket
