2. Amsterdam
3. Maastricht
4. Utrecht
5. Groningen
6. Alkmaar
7. Haarlem
8. Nijmegen
9. Arnhem
10. Zwolle

Well, anyway, that's not just me; most of my friends agree with Maastricht and Groningen. They are great places for students: very liberal etc
