It could be that they were inactive once Janna posted the PM, not necessarily inactive in the game though.

That's what she was trying to imply by saying she didn't get one. If she didn't get one, she would have had to be a C. If she wasn't given a role at all, the Gs would be one short. If she was given, but just didn't receive a PM, she would've communicated with the other Gs anyway.
