Marotta had the deal done way before PSG even dreamed of going after Verratti. Then Raiola spoiled it and half Buoy was out of the deal. The evaluation was 2M to replace half Buoy, and Marotta refused to add the value. He would've payed around 3.5/4M for half Verratti.

Marotta decided to play hard ball, than PSG appeared and snapped him up. So actually it was just a bad decision by Marotta.
