Sure, but they will have the cash once they sell Jovetic right. Some of these deals end up being more complicated than they should be. They could agree personal terms with Poli and the club selling pending a cash sale of Jovetic to Juventus for example

I think these player + cash deals give an added bonus to clubs like Viola for example..In this case not only do they get him(Poli) for free ,provided he does well with them ,they can sell him for a decent amount outright to the parent club essentially making a profit OR they buy him permanently from us outright and sell him to some other club for 2x the amount.
