Giovinco is inferior to Afellay, Vargas, Perotti, and Bastos. However, he is definitely better than Gnocchi Ai Quattro Formaggi aka 5"5 pasta guzzling nobody and the over-rated BDP (Black Dutch Pepe).

Giovinco is not that bad a player - they key problem he has is that he is not a physical player but he hardly scores many goals - although he can definitely unsettle defenses offensively and provide decent assists. He is not quite that young anymore but he is in a way because he has only really had 1 season where he played regularly and you can't say he didn''t have a good season. Is he good enough to be a starter in Conte's 4-4-2? Not sure but he is better than a LOT of the wing alternatives out there. Certainly, Prandelli seems to be one of the few Italian coaches out there that sees a lot of value in him.

Martinez for EU12m has to go down as the worst transfer I can remember - particularly as we had a winger MUCH better than him and sold half of him for peanuts to Parma.
