Frankly, as things are developing, I see Juve's only chance to get back strong in some sick generation of Italian players emerging and we buy most of them. It's obvious that we can't attract nor pay for the best players. We could attract a world class player only if he's Italian, preferably a Juve fan.

Kinda sucks that in our darkest moments, when the only great players we could attract are the Italians, the Italians don't have great footballers.

seriously, though, I think their concerns may be a matter of Tevez to Inter = Sneijder out ... unless Inter gets Tevez on some sort of loan deal, they'd have to sell the Dutchman in order to finance that deal.

We already paid a little more than 20 for Licht and Vidal. If our offer of 32+Tiago for Aguero was true, that takes the amount to 52. If "Vucinic doesn't exclude a champion" is true, then it's around 65-70. Add some idiotic signing for the defense and it goes to 75.

We probably have those 75, but we can't attract a "32 million star" and Vucinic in order to spend the money

well, minus the 13 or so you had to pay for this year's installment for Motta, Quag, Matri, Pepe deals, that brought it down to 60 mil.
If you had to pay installments on deals from previous seasons, that would have emptied the transfer kitty even further.

All in all, we don't know how the budget was structured i.e. what expenses those 70-75 mil were supposed to cover ... it's tempting to believe all of it was for new transfers but one doesn't know that for sure.
