So far this Winter Mercato we wasted 28M for Cladara, Orsolini, Rincon - Zaza. Considering we finished the summer mercato close to 0, We should have a nice transfer kitty for the next season. From your IN/OUT I calculate around 45-50M from sales and around 120 for new players, meaning 70M to be invested, alongside a 2-3M increase in wage budget.
From Tolisso and N'Zonzi if you expect both to start alongside Marchiso / Pjanic then Khedira and Rincon will be subs. Sell Stururu and Lemina too as you have 6 CMs for 3 spots, alongside Mandragona...both are young and should attract interest and $$$ to budget. Berardi is meh, won't be a starter here and I'm guessing we'll playing with 2 upfront Pjaca, Berardi, Dybala, Pipita, Mandzu seems a bit overkill as 4/5 will demand lots of playing time. Kola and DS are good, low $$$ and need to cover for Evra and Licht. My main transfer idea is this, rather than buy 4-5-6 good-ish / decent players, buy 2-3 starters that will improve our squad from day 1.
I can't figure Pjanic out, can't tell if we can rely on him to be our #1 creative midfielder, and also, can't tell if we can rely on Rincon to be our #2 ball winning MID, muscular / bot to box mid. One thing is clear for me, we need 2 WC midfielders. One should be a Vidal type mid, high workrate, muscular, good pushing foreward, good(ish) passer, and the second one should be between a CAM or another muscular CM depending on that Pjanic / Rincon debate.

Actually the thing about Verratti is:
In terms of playing ability and the ability to spot a pass from miles away he can give us a great leap in quality
In terms of decisiveness you cant really compare him to Pogba
2014/15 season
Verratti 43games 3goals 9 assists
Pogba 44 games 12goals 7assists
2015/16
Verratti 25games 0goals 4assists
Pogba 49games 11goals 15assists
This season so far it seems it is repeating itself
The thing is Pogba plays in a more advanced role which makes him a more decisive player
Pogba is a better player compared to Verratti but even if Verratti is not as decisive as Pogba and maybe other players he could really give us the boost in midfield! The thing is Pjanic is not playing to his full potential and if it doesnt change I think we should replace him
Im thinking if this mid would be good enough compared to the giants of europe - Marchisio Nzonzi/Tolisso Verratti (assuming Pjanic is sold)
James Rodriguez could be a great addition as he is not fully adaptable to the Real Madrid system yet he contribute goals and assists whenever he can lots of few minutes?! doesnt matter..
The best we can hope for next season is Marchisio Nzonzi/Tolisso Verratti;Sanchez Higuain Dybala (or replace Sanchez with James)

I like both players very much but it depends on our players and tactics as they are very different players
If for example we have Verratti I`ll definitely rather have Saul as he is good defensively and has that craziness going forward
Koke is a player I`d want if we dont sign Verratti
