Napoli city centre is quite beautiful. Right on the Bay of Naples with the view of Vesuvio. It's the surrounding suburbs that are crime-infested, rundown $#@!holes. And the nearby Amalfi coast is absolutely stunning.
I would also pick Napoli over Dortmund any day, if its about the city only. The football club is another story though.

I'd love to visit Napoli, I don't care much for Turin except the stadium, but Napoli seems like a trip
Turin is okay and the surroundings alps are beautifull. Napoli is worth a trip. Pretty much how Bianconeri_Aus descibes it. The Amalfi coast an hour drive South of Napoli is probably the most beautifull place in Europe.

Turin is underrated and a bit of a "hidden" jem IMO. Yes, it's a slow and quiet city generally, but there is plenty of great restaurants, cafes, museums, public squares , fantastic view of The Alps and the food (especially the chocolate) and wine scene is superb. The downside is the foggy and very cold winters, and stifling humidity in summer.
