I don't know if any computer places do them in the US. Your best bet would be to ask computer game freaks
at a mall or something.
Your other option is to read up online and deturming what you need, then buy the parts online.
NOTE: make sure you buy a mod chip that works with your PS2. You'll have to read through tutorials or FAQs on modchip pages. Google it!!
I've come across a non-expensive way of doing it here, but it doesn't look pretty when you want to play a copied/imported/patched PS2 game. Although it doesn't look hard at all, try at your own risk.. I'd ask around and read up first though.

In Master league, you have to wait till the transfer period starts. You'll get a chance to negotiate between friendly games durring the summr period and daily durring the winter period.
IIRC, when not playing a league, the Club Transfers option isn't available unless you "buy" that option from the WE-Shop (or maybe it's called PES-Shop in PES4). It costs 10000 points I think.
