You aren't including all the people who died in Iraq's military conflicts under Saddam's rule. Those deaths were included in Hitler and Stalin's figures.

I'm not convinced by Mao taking no. 1, though. It should be awarded by points: Number of casualties / population

well if you're going that in depth things start getting confusing. There have been dozens of awful dictators in the past who committed atrocious acts but don't rank up there because they simply didn't have the arms or technology to execute mass murder on this scale. It's easier for dictators of the past hundred or so years to look far worse as they've had chemical weapons, guns etc...
