For the greater part of human history that would be the norm. Especially since the high infant mortality rates prior to the 20th century and if you made it past infancy the people didn’t live past 30
The norm for the majority of human history (until ~WW II) would be having three or four kids by 20 because you married your second-cousin at 14 when you were 26.
