Looks like in my city detached ADUs are allowed only in "historic overlay districts"(guessing that's mostly downtown) and as long as they don't have wheels.

Germany are the biggest emitters in the EU and somewhere around 6th globally. Germany will definitely need to play their part just like everyone else has to. Consuming needs to be taxed. We simply can't keep consuming like we have for the past few decades. However I do agree that the overall taxation needs to be planned so that it doesn't hit people too hard. Lowering the income tax for those with lower incomes might be one way.

With the orange man ruling in the US it seems EU needs to take a leadership role in the matter. Obviously the bigger decisions globally and on an EU level will make bigger differences compared to single countries making changes. However it's hard to demand other countries to take action to do something if you yourself aren't doing anything.
