Some cultures are more stupid and toxic than most. The worst of it is that the rank and file usually aren’t so stupid. It’s the entitled wankers with privileges that are often the real abusers.

And the training is more of a CYA than anything for the company lawyers.

I beg to differ. In law classes here it has always been common to compare to The States, when we talk about “common sense rules”. These rules do not seem to apply in your country. Mainly because og how easy it is to sue others.
I don’t know about other places. I’ve never had pre-employment or during employment sexual harassment training.
