I think the reason is divorce doesn't have as many consequences as it used to have before, especially for women, and especially in bigger cities where women work and are financially dependent (i'm talking about Iran). Also divorce has been relatively destigmatized, again especially for women. I think both are good changes in a country like Iran, regardless of its outcome on divorce percentage. Another thing, people of my parents' generation or generations before had more of an instinctive mindset about the concept of marriage, that you should get married to be safe and allowed to have kids, etc, now people can achieve those without having to accept the responsibilities that come with marriage. Another contributing factor, in my opinion, is that concepts such as sacrifice, selflessness, contentment and patience as well as understanding the responsibilities that come with say having kids are no longer as integral parts of people's mindset when getting married as it was before, and it's both a man and a woman thing
