When the guy who's kicking the child turns around, you can see that he has down's syndrome or that he's some kind of inter fan. So it's just a very nasty episode really. On the one hand, one should tolerate more from people with debilitating syndromes, but on the other you really feel for the father here and can totally understand his reaction. Personally, I would've done the same but... Yeah, just a fucked up incident.
