No, he was sentenced to 'forvaring' (custody? Is there an english word for forvaring fellow scandinavians?), so every five years, his sentence can be extended. The 21 years is just the numerical maximum in Norwegian law. Very similar to danish law.

He will never get out or at least not until he is 85.
