I mean, she suggested we wait till Summer. Summer is not now. I want to go out now. I'm thinking of saying something along the lines of: look, I appreciate that you came up to me and I enjoyed our conversations, but I really want to go out with you. If you're feeding me crap about going out at some point because you never plan to, please stop. Is it yes or is it no?

I think that is a good idea, and then if she isn't feeding you crap and just is too busy for a bit, she can say so. If she is just feeding you crap, you can move on to the next intelligent girl.
