There's a lot of other things that don't happen either. No mail, no court, no research at government facilities. Add on the businesses that depend on the government and you've merely scratched the service of things that stop.

The only government employees that get paid during a government shut down are the President and Congress. Other than that, no one else gets paid. Essential employees work, but are not paid. Non-essential employees are furloughed (sent home until the government is not shut down). I know this because my mom is a VA nurse.
This, along with the rising commodity prices, is hugely deflationary.
