So there are lots of expats in this country, people are quite used to it.
The fashionable term is "expat". Ie. immigrant but without the stigma. A person who isn't in the country because he wants a better life, but just an overall cosmopolitan guy who can live wherever he wants when it pleases him. So there are lots of expats in this country, people are quite used to it.

It sounds to me like someone who hasn't planned very much. "We'll take the Eurostar and then we'll see..". Ah, Brussels.
The latter. I've reached a point where I have basic knowledge of the grammar, I can read a book or a paper. But my listening is very weak, I don't understand more than 50% of the news on tv.
Not good.
