Not really. The consensus seems to be that it's a bad proposal (EFF wrote this too). Given that fact I haven't bothered to get into the details.

Thats not the point. If they set the precedent, it'll be followed across the globe. It will no longer be contained to one network or one country.

What's at stake is US regulation, so theoretically it has little to do with us. Unfortunately, "the internet" is tied to the US government in important ways, so it most likely will have a greater impact.
