I don't live in Berkeley and even if I did the hills are on the wrong side to form a barrier from SF. God man don't you know your geography? If you've been to Concord than you probably drove right past where I live if you went through the Caldecott tunnel.

I've lived in Berkeley, and went to school there. I was hit by cars on my bicycle four times in that town! So yeah, I know it and their emergency services pretty well.
And the last time I spent a bit of time near the Caldecott tunnel, it was engulfed in flames. (And I don't mean that as a euphemism for effeminate gay men.)
