So they must have a common cause. Which is the lack of structure.
Think about the benefits of a muslim Pope. It would suddenly become a controlled religion. Of course it would have to follow a similar course to Catholicism, but according to you most muslims are moderate so it wouldn't be a problem. If you have a Pope, majority rules. If you have a Pope, you have religious democracy.
