It's where you go on a trip and instead of booking a hotel, they arrange stay on someone's couch. There are many services that arrange for this, a co-worker of mine when I lived in Baltimore did it.

Basically you pay people a small amount of cash to crash on their couch for a night. Apparently a lot of people are doing this for the inauguration. Though it has absolutely nothing to do with anything of importance.
