Yep, and everyone is acting like this is progress.
It's sad how we almost have to shutdown the government for a 1% deficit cut.
It just goes to show how much trouble we're really in. Just imagine if we were forced to cut 10 or 20% of the budget. Judging by some of the reactions to cutting 39 or 61 billion, people are gonna go postal.

Meh, schools get plenty of money the problem is that no-one is accountable for how they waste it.

I'm serious, school districts waste cash by the truckload then bitch about how they need more.
100% agreement. Every time I get some cry-baby Proposition on the California ballot to give schools more money this year, I pretty much automatically say "no". The waste is immense.

But how much is that 1% really discretionary spending versus the elephant in the room of earmarks?

Exactly. Without accountability on some level of how money is spent school districts are endless money pits..
