Well it depends on what their goals are. Women that do that are generally looking to hook a rich man but woman in general will buy clothes like they're stocking up for possible hibernation.

Also, sometimes you gotta fake it, till you make it.:p

I loved it when I was in America a couple of summers ago and the pound was really strong against the dollar.

My mates and I would wander into heaps of fancy restaurants and designer shops in shorts and t-shirts, be met with disapproving looks from the staff, then start flashing the cash.

Great times.

Oh, I know they're just being nice. It's actually very cool. But it does strike me as a unique cultural thing. Like how when you exchange business cards with any SE Asian, you handle it like you've been handed your grandmother's ashes.
