It has to do with the temperature in winter and the ability to freeze ice. Whether you want to say it or not seasonal temperature has a lot to do with what sports you play in the winter.

In LA, GA, AL, etc you can play baseball, football, and soccer well into December or January. Not exactly hockey weather. It has nothing to do with the intelligence or "slackjawedness" of a population.
