Mostly. They pay shit wages and always have old machinery/electronics. Call centers are a waste of funds because they generate no additional sales, so there is really no incentive to either be good, or get good employees. You just need asses in the seats. I worked at a place like that a couple times. Got out as soon as I could. The "chest/neck tattoo white woman with bad teeth" is a large percentage of the ones where I worked.

And honestly, for 10 or 12 or 13 bucks an hour, whatever those jobs pay, I genuinely don't get paid enough to care about how your service on your 1,800 dollar phone is, G. If I get fired, I'll literally have a job that pays me the same amount by the end of the day.

At the last call center I worked, one for Canon products, the dude who shared the front side of the cubicle with me was a Brony. "Chris the Brony" or some shit. He had a fantasy name he and all his other Brony cronies would call each other. At lunch, they would all sit together, it was sweet in like a palpably-autistic way.
