But do they usually do that or just when they score against Serbia? I can totally understand why FIFA isn't going to tolerate that.
Obviously it matters way more when you score against Serbia. But it's more of a homage to their roots than a provocation to Serbia, would be low to ban people for that

Now Fifa started to investigate against Lichtsteiner too.

If Fifa claims they did this eagle sign to provocate the serbian fans, they would get punished, probably with a 2-match-ban. If this becomes true, bye bye switzerland.

In all seriousness though, is there a way for FIFA to prove that wasn’t a peace dove? Did the players admit that was the Albanian flag? If they didn’t then how the fuck can FIFA prove it wasn’t a dove? It could be a fucking bat for what’s worth. Ridiculous.
