I'm I supposed to be getting the following error?

I get this on basically every page on the site. I'm only able to get to a page or a post on the forum by clicking on it, getting the error, going back and trying again. It took about 7 tries for me to get to post this.

The server isn't quite working so you can't access the pages as you normally would. Sorry for the inconvience but there's little I can do about it. We're working on the problem.

I am just wondering what are those "service attack"?
