It's cheap and easy. Take a parlor game you would do drunk with friends at a private party, and call it mass entertainment. Replace any of those celebrities with Joe Average and no one would watch. Thus its only redeeming value becomes the voyeurism over famous people doing dumb party tricks.
May as well make TV out of the cast of Friends playing spin the bottle and quarters.
