Signing new players won't be enough me thinks, Juve is rotten (sorry for using that word, not meant in an offensive way) to the core, it's not only the players fault that the team is not winning, it's much deeper than that.
For Juve to be back to the glory days, everyone from the players, the coaching staff, the management and the ownership all must get changed.
