didnt they trade their picks for 2015? or was it 2016?
It is top 5 protected for this year, and then top 3 protected for 2016. Right now, they are the 4th worst team in the NBA. The 2016 class doesn't appear to be as strong as this year's class, so I would rather them get a Top 5 this year than a Top 3 next year.

They get Randle back Next year, give Jordan Clarkson more playing time, hopefully get a Top 5 pick this year, and they can start building again, especially with around 50 million in cap Space in 2016.

But we will see what happens.

 i hope they finish in the last 5 then :D they cant make the playoffs anyway and even if they do they would go out immediately. btw, how good is the draft class this year (you mentioned 2016 is not as good as this year, so very good i guess)? any chance of picking up a potential all star? but i think even if they pick up a solid starter, with that 50M cap space in 2016 they would be in an excellent position to rebuild (finally)

It's between two kids right now for the top spot.

Jhalil Okafor from Duke, and Emmanuel Mudiay, who was supposed to go to SMU but instead decided to play in China this year. This class seems to be strong in the 4/5 tweener positions, with the aforementioned Okafor, Towns and Cauley-Stein from Kentucky (my boys :touched), and Myles Turner from Texas. Mudiay is far and away the best PG in this draft
