Definitely someone who has less than 10 rep points gave you a rep. But it's impossible to know if it's a +rep or a -rep.
When those with less than 10 rep points give you a rep, you get 0 points for the rep and a grey box.

That the person who repped you does not have much rep points and it counted for nothing. It could have been + or - but the amount sent was 0.
